Raggy is quite possibly one of the most famous, most well-developed
characters that Kurt has created on the ice (and off). The persona of
Raggy tends to pervade not only the program itself, but all of Kurt's
actions before and after the program. For the 1999 CSOI and 1999-2000
SOI tours, the character of Raggy wandered in and out throughout the
show, interacting with the audience and the other skaters. The
program was originally developed for the Canadian Stars on Ice tour,
which had a clown-themed number in 1999, with Michael Seibert finding
the music for it, and Sandra and Kurt working on the choreography. In
competition, Raggy has offered the judges fruit before the
performance, found his way onto the judges' table afterwards, and has
had rather extended bits on and off the ice, completely in
character. Kurt has resurrected this program and character on and off
over the years for various galas and shows, usually at the request of
the organizers. The character has even surfaced in online fundraisers
off the ice during the pandemic of 2020. He said in 2020 that if he
had to perform one program for the rest of his life, it'd probably be
either this one or Singing in the Rain (though Singing in the Rain
would be less hard on his body).
